Company Bios
Jeanette Claus, CPA, COS, TaCCs - Director of PMCS and ICAP
Jeanette Claus is a Certified Public Accountant with thirty years of accounting, management and Affordable Housing Industry experience. She established PMCS in March of 1989 and acquired ownership of the company in May of 1998. PMCS provides compliance, accounting and TRACS consulting and training, along with a multitude of other specialized services for those in the Affordable Housing Industry. In March of 2007, Jeanette expanded PMCS by acquiring the PAWA House Service Bureau formerly owned and managed by Bonnie Wilpon, COS, STAR.
Jeanette also has extensive experience with HUD’s Performance Based Contract Administration initiative. She is the Owner and Director of ICAP. ICAP processes the voucher payments for North Carolina.
Jeanette is an energetic, passionate speaker who deals daily with the obstacles encountered on all sides of the Affordable Housing spectrum, and takes an active role in trying to facilitate efficient solutions.
Bonnie Wilpon, COS, STAR - Associate Director
Bonnie Wilpon was a founding partner of PAWA House of Florida, Inc in 1993. She operated the PAWA House Service Bureau from 1994 to 2007, processing both HUD and Rural Development sites, transmitting data and troubleshooting issues with sites, management agents, Contract Administrators, the TRACS Hotline and Voucher Hub. She regularly attends TRACS Industry Meetings in Washington DC.
In March of 2007, the PAWA House Service Bureau merged with PMCS based in Syracuse, NY. In addition to her PAWA House work, Bonnie now serves as Associate Director of PMCS, focusing on training and consulting. She has extensive experience as a nationwide trainer for TRACS, HUD Regulations, Secure Systems, EIV and various software programs for affordable housing. Bonnie is COS certified (HUD) and STAR certified (Rural Housing/Farmer’s Home). She has been an invited speaker at many AHMA and Leading Age/AHSA conferences and seminars across the country.
On a personal note, Bonnie has an M.S. in Management, is a member of Mensa, and served as a Small Business Advisor for the U.S. Peace Corps in Kenya throughout 1990-1992.
Linda Guyder, CPA, AHM - Assistant Director
Linda Guyder was employed as a Certified Public Accountant for fifteen years; followed by her most recent fifteen years working in the affordable housing industry as a consultant, trainer, and TRACS technical advisor. Linda's thirty years of experience in the accounting profession have encompassed the fields of independent auditing, financial management, tax preparation, software consulting and training.
Originally employed by PMCS, Linda later assumed the responsibilities of the Assistant Director/Controller position for Independent CA Professionals, LLC. Linda is responsible for overseeing all financial aspects of ICAP as well as providing active oversight of the day-to-day operations performed by the ICAP team of voucher specialists who currently process the voucher payments under the PBCA initiative for North Carolina and various Traditional Contract Administrators throughout the country.
Linda's background and experience in public accounting have given ICAP a level of professionalism and accountability that is evident in the high standards set by the company.
Jeanine Ahern, AHM - Director of Finance
Jeanine Ahern is a graduate of Columbia College with a Bachelor of Science degree in Business Management, and a graduate of Central City Business Institute with an Associates degree in Accounting. She furthered her accounting studies under the mentorship of Jeanette Claus during their long-term working relationship at a local property management company in the late 1990s.
Jeanine has been employed as a senior accountant and controller for several local and national corporations. She is a detail-oriented individual who specializes in re-organizing small businesses for maximum efficiency and profitability. Jeanine has been Director of Finance for PMCS for nine years and provides oversight of all office and financial operations. Jeanine’s unpretentious demeanor helps clients feel at ease as they work together to find the most cost-effective and timely solutions to their accounting and Affordable Housing industry specific dilemmas.
