MOR Preparation Toolkit
The MOR Preparation Toolkit is great! I have used it repeatedly getting ready for our next MOR. It is well written and covers it all! I would have been lost without the MOR Prep Toolkit trying to figure out where to even start. On January 6, 2016, PMCS issued an article about HUD’s consideration of a proposal to permit PBCA staff in 42 states to resume conducting Management and Occupancy Reviews (MORs), as part of their interim contracts. This proposal became a reality on Friday, April 15, 2016 when these PBCA entities received amended contracts that included this critical task effective May 1, 2016.
Now that MORs have been reinstated, it is in each OA’s best interest to be informed, schedule file reviews and/or onsite visits, do quality control checks, and take other preparation measures, to reduce or eliminate the number of findings cited in potential upcoming MOR reports.
Preparing for an upcoming Management and Occupancy Review (MOR) can be a daunting task. PMCS has developed a unique product to assist managers in the creation of a Plan of Action to help ensure compliance and avoid findings. This one-of-a-kind resource will produce an efficient and comprehensive assessment to evaluate regulation awareness and confirm that regulatory changes were implemented on site.
Using PMCS’ MOR Preparation Toolkit, Managers can complete detailed checklists in the four (4) main MOR categories:

- EIV Access, Policy, and Master File
- Maintenance and Safety
Each checklist provides a detailed description of the regulatory requirements and corresponding source citations for that area. In addition, each checklist includes a tracking log to assist in documenting the date of implementation and who was responsible for completing each checklist item.
