Physical Inspection Return to Operations for Select HUD Properties

On August 10, 2020 David Vargas, Deputy Assistant Secretary to HUD’s Real Estate Assessment Center (REAC), issued the attached memorandum informing HUD participants and Business Partners of REAC’s three-phased approach to its Return To Operations (RTO) plan.

Phase One will involve prioritizing states and localities where inspections are likely to begin or be excluded from inspections based on the latest COVID-19 public health data.

Phase Two will involve REAC working with HUD program offices to develop a list of properties in need of inspection in low-risk areas. REAC will begin issuing 14-day inspection notices on or around September 21, 2020 with the first potential days of inspection occurring around October 5, 2020.

Phase Three is REAC’s Inspection and Validation Phase, which will be executed on or around October 5, 2020 and involve the onsite physical inspection process of properties notified under Phase Two.

REAC’s goal is to resume operations and release physical inspection assessment results on eligible properties with full consideration of health and safety of residents, inspectors and Owners/Agents.
